Bio

Armenian businessman and civil servant and currently deputy of the Republican Party of Armenia.

He was Major-General of Justice and Chief Compulsory Enforcement Officer since June 2008 till April 2016.

Poghosyan was born in Yerevan on 29 May 1976.

He studied Economics at Yerevan State University from 1993-1998 and Law at the International University in Moscow from 2004-2006 and holds a PhD in Economics.

He was the youngest citizen of the Republic of Armenian to be awarded the Major General rank (non-war time). He is married to Karineh Mkhitaryan, and has three children.

Known for

According to Hetq.am investigative journalism website, Major General of Justice Mihran Poghosyan, Armenia’s Chief Compulsory Enforcement Officer, was one of the country’s officials who has sown deep roots in offshore economic zones.

While his companies registered in those zones operated, Poghosyan used his position to advance his business interests, all the while concealing his income.

The data was obtained by the German newspaper Süddeutsche Zeitung and shared by the International Consortium of Investigative Journalists (ICIJ) with the Organized Crime and Corruption Reporting Project (OCCRP) and more than 110 media partners from 82 countries.

Resigned from the position of Chief Compulsory Enforcement Officer in April 2016, following revelations in the Panama Papers and charges in corruption.

The Special Investigation Service (SIS) had launched a criminal investigation shortly after Poghosyan’s resignation.

SIS said on Jan. 24 2017 that it will not press criminal charges against Major General of Justice.

Poghosian was close to former president Serj Sargsyan.
